Job Description
Avilamb is seeking a Scrum Master/Project Manager for a Federal opportunity to lead cloud-technical support services for the Library of Congress. This role focuses on managing operation and maintenance program with regular system maintenance, and variable on demand tasks in cloud environments hosted in AWS and on-premises, ensuring operational efficiency, compliance, and alignment with Agile principles.
Key Responsibilities
Agile Project Management:
- Facilitate Agile ceremonies, including daily stand-ups, sprint planning, retrospectives, and reviews.
- Maintain and prioritize the backlog of fixed and variable tasks in collaboration with the LOC's National Library Service (NLS) and Office of the Chief Information Officer (OCIO) teams.
- Ensure on-demand tasks, such as system configurations, data migrations, and new system integrations, are completed efficiently.
- Be the steward of the quality of delivery
Process Oversight:
- Develop and implement detailed task plans for variable activities, including priority level management (e.g., high-priority hotfixes or non-production enhancements).
- Oversee the planning and execution of routine fixed tasks, such as monitoring system performance, database operations, and security compliance.
Team Coordination:
- Serve as the primary point of contact between contractors, NLS stakeholders, and LOC teams for technical support.
- Coordinate cross-functional teams to ensure smooth delivery of services, maintaining alignment with the LOC’s technical and business objectives.
Documentation and Reporting:
- Prepare and present weekly progress reports detailing task status, performance metrics, and compliance with service-level agreements (SLAs).
- Maintain and update CI/CD system documentation when needed to reflect current configurations and operational states.
Risk and Compliance Management:
- Monitor adherence to LOC IT security requirements, including NIST SP 800-53 standards, and proactively address compliance issues.
- Identify and mitigate risks related to operational support, system upgrades, and process enhancements.
Technical Support Management:
- Provide guidance and support to end-users of CI/CD environments.
- Collaborate on the implementation of configuration changes for optimized performance and reliability.
Required Qualifications
Experience:
- Minimum of 5 years of experience as a Scrum Master or Project Manager in cloud-based environments, preferably supporting public sector clients.
- Demonstrated expertise managing AWS-hosted systems and on-premise environments.
Skills:
- Strong understanding of Agile methodologies and tools (e.g., Jira, Confluence).
- Proficient in CI/CD practices and tools (e.g., Jenkins, Kubernetes, GitLab).
- Excellent communication and stakeholder management skills.
- Familiarity with IT security compliance frameworks such as NIST SP 800-53.
Certifications:
- Certified Scrum Master (CSM) or equivalent Agile certification.
- AWS Cloud Practitioner certification (preferred but not required).
Clearance and Background:
- Ability to pass a federal background check.
- Must be a U.S. citizen or legal U.S. resident with three years of continuous residency in the United States.
Preferred Qualifications
- Experience with the Library of Congress systems or other federal organizations.
- Familiarity with database operations, including monitoring, credential management, and storage optimization.
- Knowledge of ticketing systems such as ServiceNow
- Be able help develop and maintain a quality assurance plan and execution of the plan.
- Strong leadership and interpersonal skills to coordinate between diverse teams and stakeholders.
- Bachelor’s Degree or equivalent
Working Conditions
- Remote with occasional on-site coordination at the Library of Congress facilities.
- Standard operating hours of 8:30 AM to 5:30 PM EST, Monday through Friday, excluding federal holidays.
